On behalf of the Federal Ministry of Economic Cooperation and Development (BMZ), the GIZ Global Programme for “Pandemic Prevention and Response, One Health” (GP PPOH) aims to strengthen national, regional and global capacities for epidemic prevention and response with the One Health (OH) approach. 

As part of the GP PPOH, a regional package focuses on supporting the institutionalization of the OH approach in the EAC, in line with the regional OH Strategy, and under the leadership of the EAC Secretariat. One output of this cooperation focuses on strengthening the One Health approach to food safety at the animal-human interface. 

A lack of coordination among various national and international agencies and stakeholders as well as a variability in governance structures in charge of food safety in the EAC Partner States has been observed, requiring a regional strategy that addresses these challenges. 

Against this background, the GP PPOH, on behalf of the EAC Secretariat, seeks the support of a regional consultant to develop the Strategy for Food Safety in the EAC in order to achieve a feasible level of harmonization and encourage the streamlining of national structures and mandates, while considering facilitation of regional trade and collaboration and prevention of duplication of efforts. Under the guiding principles of protecting consumer health as well as protecting consumers from fraud and achieving economic prosperity while maintaining environmental sustainability and social justice.

GIZ invites a regional consultant with at least 10 years of professional experience in food safety, food security, and nutrition. The regional consultant should have specific experience in developing and implementing food safety policies and programmes in the African context, including demonstrated experiences in conducting literature reviews, data analysis, and report writing, project management and multi-stakeholder engagement.  Experience working with the EAC and other stakeholders in the field of food safety is a strong asset.

Tender Invitation - Developing a Strategy for Food Safety in the EAC (GP PPOH) (GIZ)

From 3 to 5 May 2023, EAC and GIZ jointly participated in the East African Civil Society Organization Forum (EACSOF) Summit in Arusha, Tanzania. The Forum’s was themed “Harnessing citizens’ prosperity in EAC and AfCFTA integration processes”. 

The Summit provided space for civil society organizations (CSOs) from various fields to connect and deliberate on topics such as health, governance and democracy, trade and investment, peace and security, agriculture development, climate change, and gender and youth engagement.

In his opening remark, Mr. David Onen, Principal Political Affairs Officer, EAC, representing the EAC Secretary General, Dr. Peter Mathuki, noted that the EAC integration was people-centred and involved the engagement of a wide range of stakeholders. He appealed to the EAC Partner States to provide an enabling environment for active CSO engagement at national level as a bedrock for their sustained participation and robust engagement on regional integration matters. 

Speaking on behalf of the European Union development partners, the EU Ambassador in Tanzania, Mr. Manfredo Fanti, pledged the EU’s commitment to supporting the regional civil society forum’s dialogue, capacity development and policy engagement.

As part of the cooperation of EAC and GIZ in involving civil society in the integration process, GIZ technical advisors facilitated three Summit sessions on the topics of trade and investment, gender and inclusion, and agriculture and climate change. Furthermore, GIZ via the Support to East African Integration Programme (SEAMPEC II) supported six panelists from Uganda, Kenya, South Sudan, and Tanzania who provided technical expertise to enrich the session discussions.

The three sessions recommended the following to the EAC Partner States to consider for implementation:

- Increased investment in digital capacity development and trade facilitation to upskill and reskill women and youth. 
- Remove tariff and non-tariff barriers under the African Continental Free Trade Area (AfCFTA) and push for the enactment of progressive policy and legislation to support a conducive operating environment.
- Establish AfCFTA women and youth-dedicated desks at national and regional levels to support the implementation of AfCFTA.
- Increase public investment in agriculture to meet the African Union’s Comprehensive Africa Agricultural Development Programme target by spending at least 10% of their national budget on agriculture development.

The Summit also launched a five-year strategic plan 2023 to 2028 for EACSOF which provides the strategic direction and measures for implementation to achieve the vision and mission of the forum. Further, the members agreed to follow up on the observer status application of EACSOF with the EAC to guarantee adequate engagement of EACSOF with the EAC Secretariat and Partner States. 

Lastly, the Summit confirmed Ms. Lilian Alex as the new CEO of the EACSOF.

Civil Society Engagement is Key for Inclusive Regional Integration – EAC-GIZ joins the East African Civil Society Organizations’ Forum Summit (GIZ)

From 24 to 25 April, EAC, GIZ and Partner States’ Tourism Boards jointly participated in a regional meeting of technical experts to deliberate and consider the draft report and concepts for a joint EAC Tourism Destination Brand as well as to validate the EAC Tourism Catalogue. 

A joint Tourism Destination Brand for the EAC region will add to the already existing national brands and further position the destination attractively, credibly, and distinctively in the market. Further, it will ensure that the East African destination is internationally recognized as a great tourist destination and create distinctive and long-lasting perceptions in the minds of tourists. 

Partner States’ delegates gave feedback to the first draft concept including logo and slogan developed as part of the GIZ support to the EAC’s tourism sector. Now, national interviews with tourism officials are to follow.

Further, the East African Tourism Platform (EATP) Coordinator, Yves Ngenzi, made a presentation on the Tourism Catalogue that has been developed in close cooperation with Partner States’ tourism board and private sector as part of EAC-GIZ cooperation. He noted that the objective of the Catalogue was to highlight the key attractions, tourism product offerings and service providers in the EAC Partner States. The Catalogue was validated and will be presented to Council for adoption later in 2023. Once published, it will be a one-stop-document for showcasing all tourism offerings of EAC Partner States in an easily digestible manner. 

Following the two-day workshop was the Pearl of Africa Tourism Expo 2023, which took place from 26 to 29 April at the Munyonyo Commonwealth Resort, Uganda, attracting over 150 exhibitors and more than 100 hosted buyers. EAC and GIZ were among the main event sponsors and facilitated the Partner States’ Tourism Boards to participate as exhibitors in an effort to once more bring together and increase cooperation in the regional tourism sector. 

The event was officially opened by the Ugandan Minister for Tourism, Hon. Tom Butime. Further speaking at the opening ceremony was the Chief Executive Officer of the Uganda Tourism Board, Dr. Lily Ajarova, Jean Baptiste Havugimana, the Director of Productive Sectors at the EAC Secretariat, representing the EAC Secretary General, Hon. Dr. Peter Mathuki, and the GIZ Country Director for Uganda, James Macbeth Forbes. 

On behalf of GIZ, Macbeth Forbes stressed, “Seeing that all Partner States are represented and jointly showcase their offerings here in Uganda gives me a positive feeling for the future of intra-regional cooperation on tourism. This is why GIZ is sponsoring opportunities such as this Pearl of Africa Tourism Expo and supports tourism experts from Partner States to come together and strengthen their networks”.

EAC Partner States Join Hands with EAC and GIZ to Promote the Region as a Single Destination at the Pearl of Africa Tourism Expo 2023 (GIZ)

A majority of TADs and zoonoses are endemic in the region and hamper the sustainable development of the livestock sector affecting people’s livelihood. In response to this, the EAC committed to strengthening its capacities and coordination regarding the detection, prevention of and response to TADs and zoonoses across the EAC Partner States.

Against this background, the GP PPOH, on behalf of the EAC Secretariat, seeks the support of a regional consultant to develop guidelines for disease surveillance, preparedness and response for TADs and zoonoses in order to harmonize efforts, strengthen national capacities and to facilitate cross-border cooperation and coordination across EAC Partner States.

GIZ invites a regional consultant with the required professional experience in TADs and zoonotic disease management, having worked for multiple years in disease surveillance, epidemiology and emergency management. Experience in similar projects and strong networks in the East African region are key to this assignment. The regional consultant should have a good knowledge of the Global control and eradication programmes, the international institutions, and their engagement in surveillance and emergency management. Previous experience in developing guidelines in similar technical areas is an asset.

**Field of Activity**

The East African Community (EAC) project “Digital Skills for an Innovative East African Industry” (dSkills@EA) builds on its predecessor and continues to support the Centre of Excellence for ICT in East Africa (CENIT@EA), by further improving the quality and sustainability of the Master’s Programme “Embedded and Mobile Systems” (MSc EMoS), such as through close collaboration and involvement of businesses. Furthermore, short course trainings on advanced digital skills for different target groups (unemployed graduates, employees in private and public sector as well as universities) are offered throughout the EAC. The trainings compliment the two-years MSc EMoS, offered at CENIT@EA at the Nelson Mandela African Institution for Science and Technology (NM-AIST) in Arusha, Tanzania. Finally, dSkills@EA improves the digital innovation and entrepreneurship capacity of young East African students at universities in the EAC through trainings, innovation challenges, a regional network of innovation hubs, multi-stakeholder dialogues, and matchmaking mechanisms with companies.

dSkills@EA is part of the technical development cooperation between the EAC and Germany. The political partner is the EAC Secretariat and the implementation partner is the Inter-University Council for East Africa (IUCEA).

**Your Tasks**

The intern will support the implementation of the dSkills@EA project, which aims at strengthening employment and innovation-related digital skills of young people in all East African Community Partner States. In particular, the intern will support the areas of entrepreneurship and capacity building. Moreover, the intern will support communication and general project management.

- Working with the team to deliver high quality and timely measures for entrepreneurship support with universities in the EAC
- Supporting the establishment of a regional East African network of digital entrepreneurship support institutions

Internship Opportunity - Intern for the Project dSkills@EA in the Area of Training and Entrepreneurship (GIZ)

As part of EAC’s and GIZ’s joint effort to support the East African private sector, the Support to the East African Integration Process (SEAMPEC II) programme is partnering with the East African Business Council (EABC) to enhance effective private sector participation in the African Continental Free Trade Area (AfCFTA). 

Since the re-establishment of the EAC, private sector has been a very active stakeholder, participating in policy formulation and more importantly taking advantage of the opportunities presented by the regional integration process through intra-EAC trade and investment. However, this involvement was partly disrupted during the COVID-19 pandemic, impacting supply chains, trade and economies around the globe – and just as they were slowly recovering, the Russian attack on Ukraine exacerbated global prices once again affecting the EAC private sector.

Now, the launch of trading under the AfCFTA is seen by the private sector as a huge opportunity to drive Africa from a low 15% intra African trade to even 40%. The main objective of the AfCFTA is to create a single continental market for goods and services. When fully implemented in 2030, the AfCFTA will create a single market with a collective GDP of USD 3.5 trillion. 

Therefore, to enable the EAC private sector to contribute effectively in the ongoing discussions at AfCFTA level, SEAMPEC II through its support to EABC has embarked on developing capacity of the private sector across all EAC Partner States through regular trainings on the AfCFTA agreement, specifically the Trade in Goods Protocol. The goal is to have private sector participating in the effective implementation of AfCFTA as well as developing policy briefs/positions of SMEs on regional integration and AfCFTA which SMEs will present to policy makers for a more conducive business environment. 

So far, a regional training of trainers workshop was conducted in Nairobi, Kenya in December 2022 with a total pool of 19 regional master trainers trained and equipped with knowledge to conduct regular trainings. Additionally, four national workshops facilitated by the master trainers have been held in Rwanda, Kenya, Tanzania and Uganda. This support is expected to be extended to have similar workshops in Burundi and South Sudan and at a later stage in the Democratic Republic of the Congo.

EABC and GIZ Join Hands to Develop Private Sector Capacity on AfCFTA (GIZ)

GIZ is seeking to recruit an advisor for the Pan-African e-Commerce Initiative (PeCI) at the EAC-GIZ cluster in Arusha, Tanzania. As a federal enterprise, GIZ supports the German Government in achieving its objectives in the field of international cooperation for sustainable development.

The Pan African e-Commerce Initiative (PeCI) is a joint EAC and GIZ-Project that aims to improve the framework conditions for small and medium enterprises (SMEs) to participate in cross-border digital trade in selected African countries. In addition to strengthening the framework conditions to support the growth of e-Commerce in the East African Community, the initiative aims to build capacities of SMEs to engage in e-Commerce thus boosting their overall revenues and widening their networks in Africa and around the world. 

The EAC-GIZ cluster comprises of nine cooperation projects from a wide-range of sectors including health, trade & economic integration, digitalisation, industrial development among others. The cluster supports the East African Community (EAC) Secretariat and the Partner States in driving the process of regional economic integration together with organizations from the private sector, civil society, and academia. Additionally, diversification of industries and adding value to products and services in the region is at the forefront of this partnership.

Employment Opportunity - Advisor for the Pan-African e-Commerce Initiative (PeCI) (GIZ)

From 29 to 31 March, Lake Victoria Basin Commission (LVBC) staff attended a workshop in Gisambai, Kenya to assess needs and define priorities to enhance key organizational processes of the LVBC. The aim is to foster LVBC’s performance as a service provider coordinating the management and development of the Lake Victoria Basin (LVB). 

The workshop was supported by the GIZ Project “Strengthening the LVBC of the EAC in Integrated Management of Transboundary Water Resources” in the LVB. During the workshop, the LVBC team identified four key core processes to be enhanced, making use of internal resources and in cooperation with development partners.

**The identified core processes are**
- Resource mobilization and financial sustainability.
- Enhancing capacities of support processes (e.g. human resources management; procurement; systems and tools).
- Review of scope and mandate of the LVBC incl. of structural review incl IWRM Unit in the long term, and
- Stakeholder engagement & coordination (visibility and branding).

Measurable Accountability Plans (MAP) have been developed on the above-mentioned areas, covering short, mid, and long-term strategies and approaches. Focal point process managers and resources required have been identified.

At the closure of the workshop, an initial concept to prepare a “State of the Basin Report” about the status, challenges and way-forward in management the LVB by end 2024 has been presented to the participants.

**Background:**

The LVBC is a specialized institution of the EAC established under the 2003-EAC-Protocol for Sustainable Development of the Basin. The Basin is home for about 45 Mio. inhabitants living in the water catchments in the five LVBC Partner States (BI, KE, RW, TZ, UG). Lake Victoria, the second biggest freshwater lake in the world, is designated as an economic growth zone for the EAC of major importance, but it is also home to very precious environmental assets of the EAC, e.g. the famous Serengeti, and over 400 wetlands, preserving biodiversity, but also acting as carbon sinks mitigating negative impacts of climate change. The Basin is confronted with the effects of rapid urbanization going along with wide-spread pollution at environmental hot-spots, while non-sustainable agricultural practices are causing degradation of water catchment areas, all this threatening the long-term sustainability of environment in the Basin.

Lake Victoria Basin Commission Elaborates Road Maps to Improve Internal Core Processes (GIZ)

From 27 to 29 March, the EAC Secretariat convened a regional stakeholders meeting for the third phase of the Support to Pandemic Preparedness in the EAC Region (PanPrep) Project in Entebbe, Uganda. The meeting was attended by experts and stakeholders from the EAC Partner States as well as regional and international partners, private sector, civil society and representatives of government ministries, departments and agencies. It aimed at refining activity areas of the project and kick-starting its implementation – mostly focusing on food safety. 

On behalf of Dr Anna Rose Ademun Okurut, the Chief Veterinary Officer of Uganda, Dr Theophilus Mwesige noted that inclusion of food safety in the PanPrep project was very timely because of the growing importance of food safety issues in the region. Further, Mr Burkard Koemm, the PanPrep Project Manager summarised some of the achievements of previous project phases that include the development of the Regional Risk and Crisis Communication Strategy and SOPs as well as the development of the EAC Risk and Crisis Communication web portal which is currently being populated. 

Stakeholders were sensitized on issues of food safety and control of disease outbreaks, and the upcoming situational analysis study. Among other things, the participants developed criteria for identification of Border Posts Ports of Entry and Exit (POEs) that will be covered by the project and drafted a road map for the development the veterinary inspection guidelines and/or SOPs for the animal source foods in EAC. 

Dr. Eric Nzeyimana, Head of Health at EAC Secretariat, observed that the meeting was important because it contributed to achieve the Directive of the Sectoral Council of Ministers of Health. “The Ministers want to make sure that before any project is implemented, there is extensive consultation with stakeholders and a blessing of the Sectoral Council”, he stated.  

**Background**

The first phase of PanPrep started on March 1, 2017 and ended on August 31, 2019. Its second phase started on September 1, 2019 and ended on August 31, 2022. Phase 3 commenced in September 2022 and will end in August 2025. The project is implemented by GIZ on behalf of the German Federal Ministry of Economic Cooperation and Development and supports the EAC Secretariat in strengthening its advisory and coordinating role for the Partner States in Pandemic Preparedness. During his remarks, Dr. David Balikowa on behalf of the EAC Department of Agriculture and Food Security, informed the meeting that the German Government through GIZ has been supporting EAC Secretariat to institutionalise One Health policy and practice in the EAC and this is also reflected in the way the PanPrep Project is implemented.

Regional Stakeholder Meeting Heralds New Phase of GIZ Supported EAC Health Project (GIZ)

As a federal enterprise, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) supports the German Government in achieving its objectives in the field of international cooperation for sustainable development.

For our operations in Arusha, Tanzania, we are looking for a citizen (enrolled student or recent university graduate) of East African Community Partner State for the position of Intern for the programme “Digitalisation for East African Trade & Integration” (DIGEAT) in areas of Monitoring, Evaluation, Communication and Knowledge Management.

**Field of Activity**

The project “DIGEAT” was launched in 2022 with the aim of simplifying the access to labour markets in the EAC Partner States for professionals.

The East African Community (EAC) and the German Federal Ministry for Economic Cooperation and Development (BMZ) jointly developed the project Digitalisation for East African Trade and Integration (DIGEAT) as an innovative step toward removing obstacles preventing the cross-border mobility of professionals in East Africa.

Professionals in the region are however restricted in their ability to provide their services on a regional level by the absence of a clear standardized method to evaluate work qualifications between Partner States. As a result, cross-border freedom of movement is impeded. Due to the absence of a framework for data exchange between national professional registries across EAC Partner States, professionals who have accreditation in their home country must go through the same process in the destination country.

The steps used by DIGEAT consist of two parts with the goal of enhancing the conditions that allow engineers to move around and provide their services in the EAC. To increase engineers' international mobility, one step focuses on enhancing digital services. This entails carrying out process analysis in the Partner States and documenting the outcomes. Additionally, it offers suggestions for boosting process execution efficiency. In this context, DIGEAT also emphasizes the technological optimisation of national registers and the organisation of workshops on data exchange systems, as well as their legal frameworks and adaptations.

The second step eyes on the level of individual capacity. DIGEAT introduces and develops a guideline for cross-border data exchange among the professional group of engineers. Furthermore, the guide will contain detailed instructions and training content on regional data exchange, data governance, data protection, process, and tools, together with training of experts from authorities and professional groups.

**Your Tasks**

The intern will support the overall implementation of the DIGEAT project: 

This includes:

- Support to the Head of the project on daily admin and project related issues
- Preparation of meeting, workshops, and conference minutes/reports
- Review of document drafts and formatting of documents to GIZ standards and corporate identity
- Development of M+E tool or design for DIGEAT
- Data collection tools & analysis
- Research and consolidation of EAC legal frameworks
- Research and consolidation of member states frameworks
- Preparation of workshop and event plan for 2023, including research of events and conferences in the EAC region, continental. 
- Logistical planning of project-related workshops/events/conferences in coordination with GIZ internal units.

**Your Profile**

You have a bachelor's degree in social or Political Sciences, Economics, Labour Law or Trade, or another related area. Practical experiences in the field of Monitoring and Evaluation will be added an advantage.

Good intercultural skills, experience working in an international context, excellent communications and cooperation skills and strategic thinking are among your strengths. You can express your thoughts well in writing and orally in English. You are a proficient user of MS office applications with strong skill in MS Teams, Excel and PPT.
