Tender Invitation - Developing Guidelines for Surveillance, Preparedness and Response to Transboundary Animal Diseases (TADs) and Zoonoses in the East African Community (GP PPOH) (GIZ)

On behalf of the Federal Ministry of Economic Cooperation and Development (BMZ), the GIZ Global Programme for “Pandemic Prevention and Response, One Health”(GP PPOH) aims to strengthen national, regional, and global capacities for epidemic prevention and response with the One Health (OH) approach.

As part of the GP PPOH, a regional package focuses on supporting the institutionalisation of the OH approach in the EAC, in line with the regional OH Strategy, and under the leadership of the EAC Secretariat. One output of this cooperation focuses on strengthening the OH approach in the prevention and control of TADs and zoonoses, given the high burden of these diseases in the EAC.

A majority of TADs and zoonoses are endemic in the region and hamper the sustainable development of the livestock sector affecting people’s livelihood. In response to this, the EAC committed to strengthening its capacities and coordination regarding the detection, prevention of and response to TADs and zoonoses across the EAC Partner States.

Against this background, the GP PPOH, on behalf of the EAC Secretariat, seeks the support of a regional consultant to develop guidelines for disease surveillance, preparedness and response for TADs and zoonoses in order to harmonize efforts, strengthen national capacities and to facilitate cross-border cooperation and coordination across EAC Partner States.

GIZ invites a regional consultant with the required professional experience in TADs and zoonotic disease management, having worked for multiple years in disease surveillance, epidemiology and emergency management. Experience in similar projects and strong networks in the East African region are key to this assignment. The regional consultant should have a good knowledge of the Global control and eradication programmes, the international institutions, and their engagement in surveillance and emergency management. Previous experience in developing guidelines in similar technical areas is an asset.
